Program Background

International Medical Corps is working in Pakistan since 1984, initially provided basic paramedical training to Afghan refugees who then returned home to treat neglected local populations.  While International Medical Corps assistance extended in 1999 to the local Pakistani population in volatile frontier areas. Since then, International Medical Corps has been at the forefront of response to all major emergencies in Pakistan including 2005 earthquake in KPK; the conflict affected IDPs, devastating floods in 2011 and 2012 and earthquake in 2014.

International Medical Corps has been addressing gender-based violence in Pakistan since 2008, approaching this humanitarian issue with a comprehensive community-based strategy in refu gee villages in Khyber Pakhtunkhwa Province. International Medical Corps Pakistan is currently implementing a program on MHPSS and GBV in three districts namely, Haripur, Mansehra and Lower Dir working in seven Afghan Refugee Villages in Khyber Pakhtunkhwa province of Pakistan.

 Overall goal

  • Provide training in the identification, management (pharmacological and psychosocial) and referral for selected priority mental health conditions for primary health care providers in IMC targeted districts i.e. Haripur, Mansehra and Lower Dir, using the WHO mhGAP-HIG approach, and follow-up clinical supervision to ensure high quality service provision is implemented directly after training.
  •  Consultancy Summary Essential Duties & Responsibilities
  • To perform this consultancy successfully, an individual must be able to perform each essential function with or without reasonable accommodation;
  •  Assist in developing targeted mental health training materials based on global guidelines (WHO mhGAP Humanitarian Intervention guide) and adapted to the local context and needs.
  •  Provide training in the identification, management (pharmacological and psychosocial) and referral for selected priority mental health conditions for primary health care providers.
  •  Provide ongoing on the job supervision and mentoring as well as group and individual supervision.
  •  Provide oversight and support quality control for mental health service provision including supervision, chart audits and reporting.
  •  Support IMC in update/establishment of referral pathways with specialized service providers and community supports.
  •  Facilitate multi-disciplinary team meetings and case discussion among more specialized and general health staff.
  •  Support the integration of mental health at the health facility level by utilizing IMCs MH PHC checklist and standards, providing feedback to clinic and IMC management and supporting sustainable and measurable systems-level integration.
  •  Liaise with IMC Program Director/MHPSS Coordinator, IMC Health Technical Unit (Global Mental Health Advisor and M&E Advisor) in developing training plans and materials as well as clinical and M&E forms and procedures
  •  Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards as well as WHO mhGAP guidelines

 Scope of Work:

  • The assignment is expected to be conducted for 28 working days in the month of February-March, 2020. Specific dates will be discussed with the consultant.

5.DELIVERABLES DESCRIPTION

  • Detailed report about the methodology to be used to train staff.
  • Contextualize Mental health training package materials (facilitation guide, power point presentation, videos, handouts, evaluation formats and any other necessary tools) all of them should be in line with WHO mhGAP Intervention guide and KP mental health act 2017.
  • Develop mental health supportive supervision tool and monthly reporting template to evaluate mental health service progress, based in IMC’s MHPSS comprehensive standard approach.
  • A detailed work plan and recommended actions to implement WHO mhGAP Humanitarian Intervention guide.
  • 3-month remote support in reviewing supportive supervision reports, follow up of training work plan and recommended actions to implement.
  • Comprehensive detailed report of the assignment. The report content should include but not limited to the following, introduction, methodology, established MH gaps in health facilities, Possible solutions, recommendations pre and post- test evaluation.

Qualifications

  • The qualified candidate will be a mental health professional (Psychiatrists) with Masters or equivalent degree with 3+ years clinical experience

Experience

  • Has a minimum 3 years’ clinical experience in a hospital and / or community based mental health, preferably in humanitarian/low resource settings with extensive knowledge of managing various mental, neurological and substance use disorders.
  • MH PSS programming, including direct assistance to refugees, IDPs, affected communities including broad based knowledge of social protection is an added value.
  • Experience in delivering WHO mhGAP training (either IG or HIG guidelines).
  • Experience in providing direct and remote clinical supervision to individuals and groups.
  • Experience of developing training materials   
  • Experience and skills in training medical professionals and non-professionals.
  • Experience in developing a strategy and mechanisms to integrate a MH/ psychosocial component into IMC or other organisation intervening in mental health programmes in keeping with IASC guidelines of mental health and psychosocial support in emergencies.
  • Proven track record in producing easily accessible reports for diverse audiences.

Language(s)

  • Fluent in verbal and written English and good in Pashto.
