Job Description:

A.    Responsibilities

  • Monitoring and supervision of project measures and verification of results of the the activities in KP
  • Reporting of progress and setbacks to the Senior Technical Advisor (supervisor) and other relevant team members within GIZ
  • Coordination and liaising with counterparts and partner organisations and alignment of Sanitation for Millions with partners’ priorities
  • Assurance of sustainability of Sanitation for Millions (S4M) measures in line with the standards and guidelines of the programme. 

The Technical Advisor S4M will be performing the following tasks:  

B.    Tasks 

1.     Management & M&E

  • Documentation of project activities and reporting to supervisor and/or country backstopping team in the GIZ headquarter
  • Monitoring and assurance of effective project implementation (fulfilment of Sanitation of Millions’ indicators)
  • Appraisal, verification and reporting of the results of all measures
  • Development and conduction of an operational plan for S4M Pakistan based on GIZ know-how, parameters given by HQ and by applying sustainability criteria valid for S4M
  • Adaptation of global S4M approach to Pakistan and assurance of sustainable results in cooperation with basic health units, schools, KP provincial government and implementing partner(s)  
  • Hire short term experts to support the implementation, guide them in developing work plans and monitor their performance. 

2.     Coordination & advisory

  • Identifying areas of cooperation in the field of WASH and introduce various forum and dialogue platforms to facilitate exchange, learning and cooperation among stakeholders within and outside Pakistan.  
  • Facilitating policy measures and engaging the public sector on a provincial and federal level for the regional cooperation, exchange, and dialogue.
  • Engaging stakeholders in the events, conferences, workshops and activities of S4M.
  • Develop and revise the interventions and work packages to execute the capacity development strategies for partners.
  • Ensure the knowledge management within GIZ to further develop the capacity development strategies.
  • Advise and cooperate with counterparts, governmental stakeholders, private sector, NGO partners and project partners. 
  • Liaise with the networks for knowledge sharing and co-creation
  • Liaising with other implementing organisations in the WASH sector 

3.     Knowledge management

  • Supporting the knowledge management within GIZ and supporting the involvement of partners in knowledge sharing.
  • Assisting the communication team in developing PR material to communicate the project messages.
  • Assisting in communicating, updating, and collecting information on the stakeholders.
  • Keeping updated project/programme documentation. 

C.    Required qualifications, competences and experience     

Qualification

  • Masters’ degree in civil engineering, environmental or social sciences, public administration or in another related subject 

Professional experience

  • At least 3 years’ experience in areas of project management, international development cooperation and Monitoring & Evaluation
  • Experience with the subjects of public health and education is an asset 

Other knowledge, additional competences

  • Ability to work in challenging and demanding environments
  • Knowledge of and experience with the WASH sector
  • Skills in ITC technologies
  • Excellent knowledge of English and Pashto
  • Willingness to learn as required by the tasks to be performed
  • Good team player
  • Excellent communication and networking skills
