IRC has been working in Pakistan since 1980, and today, IRC’s programs serve a diverse population of conflict and disaster-affected communities. Since 2013, the IRC in Pakistan has expanded its mandate to include a focus on recovery and development, securing a number of larger-scale and longer-term projects in education, protection, health, environmental health and livelihoods.

Job Overview/Summary:

Supply Chain Manager is a key member of the IRC’s Supply Chain team in Pakistan. This position is responsible for the management and delivery of effective supply chain and logistics support in compliance with IRC and donor regulations. Key responsibilities include procurement, Admin and logistics, inventory, and asset management. The position is based in the IRC’s Country office Islamabad with frequent travel to different field locations. 

Major Responsibilities:

Procurement Management

Responsible for creating and managing a list of Contracted Suppliers based on the IRC’s Standard Operating Procedures (SOPs). 

  • Ensures efficient and timely procurement of services, supplies and distribution of goods to the program sites.
  • Responsible for Due Diligence checks (supplier references, site visits, historical data, and anti-terrorism compliance) for Adhoc and Contracted suppliers.
  • Responsible for executing contracts with suppliers based on their assessed ability to provide high quality goods and services, short delivery time, and value for money
  • Conduct market surveys in key categories to ensure that IRC is receiving best value for money
  • Participate in all procurement activities and ensure compliance with IRC Policy & Procedures and donor regulations.
  • Ensure that all procurement required by the Field Offices is managed efficiently
  • Document each procurement request fully and clearly according to IRC policy.

 

Property, Storage, and Inventory Management

·         Managing inventories, including but not limited to:  receipt, assignment, distribution of stock; warehousing storage of equipment, materials, supplies; fixed asset and capital asset registers and inventory checks. 

·         Able to write reports as per management and donor requirements. 

·         Ensure efficient use and good maintenance of all assets, with special attention to ensuring that communications equipment and channels are well maintained and in working order at all times to the extent possible.  As required, ensure that back-up power and communications systems are available, regularly tested and used as needed.

 

Administration and Office Management

·         Supervise and facilitate organization of workshops, meetings and seminars.

·         Maintenance of a good filing system to control admin files including but not limited to, internal and external correspondence, contracts, and appropriate subject files.  Ensure confidentiality of sensitive files.

·         Ensure that the office is adequately equipped with necessary supplies and equipment. Supervise the office stationary store, including ordering and distribution of stationery supplies and basic office equipment.

·         Ensures that office equipment, air conditioners, and generators are kept in optimum working order, through correct usage and periodic maintenance; negotiate maintenance and repair contracts.

·         Identifies appropriate office and staff housing facilities, as needed and requested; prepare contracts for the rental of facilities, as requested.

·         Helps to identify and respond to problems and crises, in consultation with the Supply Chain Coordinator.

·         Promote cooperative professional relations between administrative and other program and support staff, especially in relation to the provision of administrative services.

·         Ensure monthly supply chain reports are submitted, and review and follow up as necessary.

 

Donor Compliance and Coordination

  • Good Knowledge of procurement policies, donor reporting, procurement plans and inventory reports as per different donor format.

Position Reports to: Supply Chain coordinator Position directly supervises:  Supply Chain Officer, 

Job Requirements:

·         Master’s degree in Supply Chain, MBA, MA

·               Minimum 5 years’ experience with INGO/UN in the field of Supply Chain.

·               Good knowledge of major donors’ regulations.

·         Preference will be given to candidates with excellent English verbal and written skills

·         Proficiency in Microsoft Word, Excel   and Power Point

·         Experience of managing and motivating teams  

·         Detail-oriented with strong communication skills

·               Ability to facilitate communication between various levels of management and work independently in order to meet tight deadlines.
