Job Description:

SCOPE OF WORK:


Reporting to the CR, the Country Security Director will be responsible for the full scope of security risk management and emergency planning activities under WL Pakistan projects. Explicitly, the Country Security Director will have responsibility for the following:• Acting as advisor to the CR on all security risk management matters – responding to requests for information, analysis, guidance or decisions but, of greater importance, proactively discussing emergent risks or other issues / observations with the CR;• Drafting and maintaining the WL Safety, Security and Emergency Management Plan (SSEMP) for Pakistan;• Developing operational procedures in response to incidents or emergent threats to rapidly address vulnerabilities;• Leading and managing the program and country level security personnel;• Conducting Security Risk Assessments in response to event-driven needs and, additionally, where evolutions in programming create the requirement (such as the intent to work in new areas, the intent to work with new partners or in new ways);• Proactively engaging and liaising with all governmental institutions concerned with security, including the intelligence services, Ministry of Interior, and military. the intent is to ensure transparent compliance with all requirements set by these institutions, maintaining WL’s freedom and license to operate in Pakistan;• Ensuring the country level Risk Register (set within the SSEMP and providing the rationalized basis for the security risk management posture of World Learning and measures adopted) remains current and reflective of shifts in the security risk environment and, specifically, as it bears upon the international NGO sector);• Providing security orientation briefings to all non-Pakistan staff traveling to Pakistan within 24 hours of arrival;• Identifying and assessing third party security service providers and contract managing those appointed;• Designing and delivering a schedule of training and capacity building to ensure the WL team are best able to manage personal and collective risk;• Participating in approved security networks, including those of the international community in Pakistan and, specifically, international NGOs; • The rolling review of operational and tactical plans and procedures, ensuring those in use in the field remain continuously fit for purpose; and• Overseeing the physical security of facilities and premises used by WL and, additionally, private residences of any long term international staff in-country.


QUALIFICATIONS & EXPERIENCE


Education:


• University degree preferred in field relevant to security management


Demonstrated Skills and Experience:


• Deep familiarity with the national and regional security context of Pakistan;• A minimum of 10 years’ security risk management experience (excluding military, police or intelligence service). At least 5 years of this must have been in senior positions, analogous in terms of the scope of responsibilities to those set out in this Job Description. At least 5 years of experience must have been gained in direct support of international NGOs – as an employee of an iNGO / iNGOs, or in consulting / advisory roles;• Nuanced, excellent understanding of the threats and risks present to the international and local NGO community in Pakistan, and practical measures to address these risks;• Experience in developing security plans for an international organizations operating in Pakistan;• Ability to identify, assess and, through contract mechanisms, manage third party security service providers;• Ability to build and maintain effective relationships with colleagues, government stakeholders, implementing partners, and US-based WL leadership and management.• Ability to leverage established networks of peer security professionals and influential external stakeholders (specifically within the Pakistan military, police, intelligence and other state institutions). Ideally, these networks will be present in most / all of the areas WL’s programs are delivered;• Strong networking skills, demonstrating ability to grow supportive networks of individuals and organizations to the benefit of WL’s country security risk management approach;• Excellent analytical ability, able to synthesize information from multiple sources, to produce sound advice, guidance, decisions and strategic and operational plans;• Ability to handle difficult and even dangerous situations rationally and with a cool head, inspiring confidence at all levels in the Country Security Director’s decision-making;• Fluency in both written and oral English and Urdu – with demonstrably excellent written and oral skills. Knowledge of other local languages will be of additional value, but is not a mandatory requirement of this role;• The ability to lead through example, showing moral courage, integrity a strong work ethic and high standards of professional competence; • A demonstrable team player- tolerant and coaching where needed, and even-handed in dealing with all staff, and never showing fear or favor – whether management or other staff, male or female, local national or international; and• Strong computer skills in MS office – especially PowerPoint, Excel, Word, and Outlook.
