Since its establishment in 2005, CARE International in Pakistan (CIP/CARE) has been responding to major emergencies as well as undertaking longer term development projects in line with the national development goals of the Government of Pakistan (GoP). CARE works main through and with local partners in Pakistan, while adding value to programme design, monitoring and scale up through leveraging its local and global expertise. CARE’s core focus areas in Pakistan are Education, Economic Empowerment, addressing Gender-Based Violence and building Resilience for surviving humanitarian crises. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth. Our work in education has included re-constructing damaged schools in the aftermath of humanitarian crises, introducing innovative models to improve school enrollment and retention at primary and secondary levels, enable access to technical and vocation education and training (TVET) and job placements.

This new role is required to oversee and elevate CARE’s Education Programme to the next level through diversifying partnerships with local NGOs, academic institutions, technological outfits, TVET, private sector and government stakeholders in different provinces; invest in ideas generation and scale up innovative solutions for girls education. It is expected to demonstrate thought leadership through leading and commissioning research for publication and strengthen CARE’s presence in external forums related to the education sector in the country and where relevant, at the regional level. Apart from subject matter expertise, the role also requires portfolio management experience within the non-profit sector to guide high quality and timely implementation of education projects, mostly delivered through local partners.

The position is ideally located in Islamabad but can be flexible to be home-based in Karachi or Lahore for the right candidate on the condition of spending at least 1 week per month in the Islamabad head office.  Frequent travel of up to 40% to project locations in KPK, Punjab and Sindh will be an essential requirement. This role will collaborate proactively with other teams in the Programme and other departments on a day-to-day basis to carry out his/her responsibilities.

 

I. RESPONSIBILITIES AND TASKS

Job Responsibility # 1: Programme Development and Resource Mobilization

§  Review and refine CARE’s Education Programme Strategy in line with the Government of Pakistan’s goals, and articulating a clear niche for CARE’s focus in different levels, age groups and geographical areas expansion to Punjab and Sindh.

§  Proactively build new partnerships with NGOs, government departments, academic and research institutes, private sector and IT firms to develop innovative project designs ensuring strong added value.

§  Network with donors to market CARE’s education programme solutions and design competitive project concepts and proposals to mobilise resources.

§  Develop a learning agenda and commission and oversee relevant research to highlight evidence-based good practice and policy solutions (at local and national levels).

§  Represent CARE in appropriate external forums, sector coordination meetings and conferences and proactively ensure CARE’s systematic engagement.

§  Organise external forums (learning events, conferences, expert panel sessions etc) to demonstrate thought leadership based on evidence from CARE’s programmes.

§  Keep abreast of relevant existing and new research in education by other institutions and disseminate key outcomes to field teams in effective ways and incorporate into new and ongoing programmes.

Job Responsibility #2: Portfolio Management and Quality Assurance

§  Oversee effective project cycle management (provide guidance to partners and direct reports at all stages of the program cycle including assessments/baseline, start-up, implementation, monitoring and evaluation) and systematically track progress, risks and resolve challenges in a timely manner.

§  Ensure high quality and timely grant management and donor reporting for ongoing projects and that effective and efficient program monitoring processes are followed.

§  Collaborate with Finance, Procurement and other departments as appropriate to support implementation of projects.

§  Coordinate and collaborate with relevant HQ technical and support departments as it relates to technically supporting program development and implementation;

§  Develop and deliver capacity building initiatives in identified areas for partner organizations.

§  Ensure systematic integration of child protection and prevention of sexual exploitation and abuse.

§  Work with other technical advisors to mainstream gender and DRR in projects.

Job Responsibility # 3: Be a proactive team member

§  Proactively contribute to CARE’s internal management processes and employee engagement initiatives.

§  Support staff capacity building and wellness initaitives.

§  Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager or the Country Director.

II. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

§  Masters degree in education; education management or related subject.

Desired:

·         Doctorate in education; education management, research methods or related subject.

·         Training/diploma certification in teaching and pedagogical methodologies.

B) CORE COMPETENCIES AND EXPERIENCE

§  10-15 years’ successful track record of managing education programmes in development non-governmental organisations.

§  Extensive knowledge of Pakistan’s education curriculum in primary, secondary and high school levels.

§  Solid understanding of Pakistan’s gender gap in education, barriers and promising models and solutions to address this challenge.

§  Demonstrated track record of mobilizing resources for successful education programmes

§  Strong networks and knowledge of donors and other actors funding education programmes in Pakistan.

§  Extensive experience in education program implementation at the field-level

§  Strong Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a rights-based approach in accordance with international standards.

§  Proven experience in capacity building, facilitation of multi-stakeholder processes, organizational learning,

§  Aptitude and skills in enabling innovation and creativity among teams to generate new ideas.

§  Ability to produce high quality reports.

§  Excellent interpersonal skills to work effectively in different settings and across cultures

§  Strong commitment to gender equity and diversity in programmes and workplace.

§  Demonstrated success working well in a team environment while also acting and thinking independently. 

§  Experience of working with partners and a participatory approach

§  Ability to work with autonomy and limited supervision from line manager.

§  Proficient in written and spoken English 

§  Proficient in written and spoken Urdu

C) TECHNICAL SKILLS

§  Strong analytical skills and ability to design and direct research, baselines, needs assessments and evaluations.

§  Experience of conducting or incorporating recommendations of gender analysis and assessment into project design.

§  Developing and implement project work plans

§  Monitoring and evaluation skills including direct experience of relevant tools

§  Line managing staff and building high performing teams

§  Strong inter personal communication skills

§  Representation and influencing skills.

§  Experience of leading advocacy initiatives.
