The Finance Manager is responsible for ensuring effective financial management, donor compliance, budgeting, reporting, and risk mitigation for the organisation’s programs and operations in Pakistan.

The role supports both strategic decision-making and operational financial processes, ensuring alignment with internal policies, donor regulations, and legal requirements in Pakistan.

Key Responsibilities:

1. Financial Planning & Budgeting

  • Prepare project and organisational budgets in collaboration with program teams.
  • Monitor budget utilization and provide variance analysis.
  • Prepare reforecasting and pipeline tracking as per donor and HQ requirements.

2. Donor Compliance & Grant Management

  • Ensure compliance with donor financial regulations (e.g., USAID, UN, DFID, EU).
  • Support proposal development with financial inputs and budget narratives.
  • Maintain grant files, financial records, and reporting schedules.

3. Accounting & Financial Reporting

  • Supervise monthly financial closings and reconciliations.
  • Prepare internal financial reports and donor-specific financial statements.
  • Ensure accurate and timely submission of reports to HQ and donors.

4. Audits & Regulatory Compliance

  • Coordinate internal and external audits (statutory, donor-specific).
  • Ensure compliance with SECP, FBR, and other local regulatory bodies.
  • Manage tax filings including income tax, sales tax, and withholding tax.

5. Cash & Fund Management

  • Manage cash flows and oversee banking transactions.
  • Monitor fund disbursement to field offices or implementing partners.
  • Ensure liquidity planning for ongoing and upcoming programs.

6. Internal Controls & Risk Management

  • Design, implement and maintain internal controls to safeguard assets.
  • Conduct financial reviews of partners/subgrantees (if applicable).
  • Identify and mitigate financial risks in operations.

Required Qualifications: 

  • Education:

    • CA / ACCA / ICMA / CIMA / MBA (Finance)
    • Additional certification in NGO financial management or donor compliance is a plus.

    Experience:

    • 5+ years of progressive experience in finance, within an NGO setting.
    • Experience with international donors (e.g., USAID, UNDP, ECHO, GIZ, etc.).
    • Hands-on experience with grant management, donor audits, and reporting.

    Technical Skills:

    • Proficiency in accounting software (e.g., XERO Accounting, or ERP).
    • Strong MS Excel and financial analysis skills.
    • Familiarity with IFRS and local tax laws (FBR, SECP compliance).
